Effective cyber security is a capacity that is still developing for both the government enterprise and the people who work for or hired by the state government.
In order to counteract both aggressive cyber attacks and inadvertent, accidental cyber incidents,
this capability must be continuously used, tested, and reinforced through awareness training.
